  • Four of the five Permanent Members of the Security Council failed to pay on time. France was the sole exception. Russia paid in February, not long past the deadline and well ahead of its performance in recent years.
  • Nearly all the leading aspirants to Non-Elected (Permanent) seats in the Security Council failed to pay on time (Germany, Japan, Brazil, Nigeria) but India paid.
