Participants included: Ambs. Somavia (Chile), Breitenstein (Finland), Shah (India), & Powles (New Zealand) as well as representatives of 8 other missions.
The consultation took place the day before the General Assembly debate on the report of the Council. A briefing paper was circulated among NGOs attending. An article describes the meeting and its followup.

NGO Conference on Reform of the Security Council
Held prior to the formation of the NGO Working Group, this conference laid the foundations for later NGO work on the Council. It featured speeches by General Assembly President Samuel Insanally and a number of other diplomats, scholars and experts.
